The overall purpose of the assignment is to strengthen the Institutional development and provide materials that will stimulate learners' acquisition of factual knowledge, development of literary appreciation, aesthetic values and ethical standards.


About MIDA FINNSOM Project
IOM Migration for Development in Africa (MIDA) programmes focus on strengthening the institutional capacities of African States through a structured framework of mobilization of resources involving countries of destination, countries of origin and diasporas. In Somalia, through its MIDA programme, IOM has been helping the Somali Government since 2008 to strengthen the capacity of Somali institutions so that they can be more effective in responding to the needs of Somali people. The MIDA FINNSOM South Central Somalia project is funded by the Government of Finland. Similarly, to the MIDA FINNSOM Health projects implemented in Somaliland and Puntland by IOM Helsinki with support from the Finnish Government, this project aims to facilitate the transfer of skills, competencies and knowledge of qualified Somali expatriates to public institutions in South Central Somalia, with focus on two sectors: health and education. The beneficiary institution will host the qualified Somali expatriate, and will be responsible to provide a safe and secure work environment. The IOM Mogadishu MIDA staff will monitor the expatriates while on assignment.

About Somali National library
The Somali National library (SNL) of Somalia with the assistance of the IOM/MIDA FINNSOM Education Project seeks to improve the capacity of the staff of the Somali National library which is a new area required to focus it for the understanding and benefiting educational resources in order to attract all sectors who are interest knowledge, research, access in all educational guide books in all different field subject matter areas, that develop and administer the educational services.

Expected Result

Under the overall guidance of the designated supervisor, the Librarian Technical Advisor will be responsible for the following duties and responsibilities:

Duties include responsibility for all phases of library activity, including all aspects of library management and relations with the public as well as planning and developing new library services.
1.Advising the Somali National Board, local authorities and other public bodies on all matters relating to National Library, documentations and related services. Also, to promote, equip, manage, access and maintain the National and Public libraries services in Somalia.
2.Prepare and form a practical work plan with recognizing and identifying the eminent priorities of the National Library, strategies, plans and action plans through the whole period of the assignment.
3.Conducting research and investigating both historical and current needs of the National Library in order to be compatible with the new democratic principles in the Somali Federal Government.
4.Provide depth analysis with considering cultural, social, political conditions which might form the National Library and advise the key issues and priority needs of the National Library that might contribute stability, innovation in education and state and governance development in general.
5.Develop extensive fundraising reports, speeches, briefing papers which shape the future image of the National Library and leading a policy-making and recommend suitable strategies and procedures for the institution.
6.Conduct monthly training for the National Library staff to update the current skills, so staff will be capable to execute their daily tasks in a knowledgeable manner.
7.Establishing National Librarys regional states partnership and international recognition by promoting the National Library and fulfilling the National Librarys position (i.e.) enquiring the ISBN registration, demanding Somali Catalogue Book with the assist of the friendly Libraries.
8.Establishing international contacts and communication in order to inquire the National Librarys lost properties and assisting in restoring the international organizations cooperation with the Somali National Library (i.e.) UNESCO and ALESCO
9.Developing policies and systems that works for the National Library and implementing mechanism that can be rectified by the Board of SNL and the Ministry of Education, Culture and Higher Education
10.Direct and supervise the operations of the library circulation and technical services staff.
11.Make assignments to staff, for handling their daily work base and Coordinate technical and circulation operations with other library services and functions.
12.Provide reference and reader's service in the adult section.
13.Assist in preparing the annual budget, particularly as it relates to technical services and needs.
14.Recommend the adoption of bibliographic maintenance standards and authorities in an automated environment develops procedures for processing all library materials.
15.Plan and direct a public relations program to generate public awareness of library programs and resources.
16.Promotes interlibrary cooperation between the public library and the other educational Institutions.
17.Attend professional meetings and continuing education programs to keep abreast of current trends and new professional techniques.
18.Coordinate development and maintenance of community resource file.
19.Create a library environment that is conducive to learning and appropriate to the maturity level and interests of students.
20.Use appropriate and effective techniques to encourage community and parent involvement.
21.Compile, maintain, and file all physical and computerized reports, records, and other documents required.
22.Develop and coordinate a continuing evaluation of the library program and make changes based on the findings.
23.Revise Somali National Library policy.
24.Develop SNL guidance manual
25.develop and manage collections of books and journals (both paper and electronic), as well as websites
26.Undertakes other assignments assigned by Librarys management.

1. Transfer of skills: one of the main responsibilities of the qualified Somali expatriate, and one which he/she will be measured against, will be to insure continuous and systematic transfer of knowledge and skills are related to the assignment it will have to be agreed with the beneficiary institutions, which civil servants will have to benefit from this knowledge.
2. Work plan: A work plan will have to be developed with the supervisor at the line Ministry during the first week of assignment, which will provide clear and time bound activities to successfully implement the outputs of assignment.
3. Monthly and final reports: Monthly progress reports will be submitted by the incumbent to the Supervisor in the Ministry and to IOM Mogadishu MIDA Programme Officer. At the end of the assignment.


Level of Education:Master Degree

Area of Study:Library Science or related field;
Years of work experience in what area(s):Minimum of 5 years of professional experience relevant to the post in reference;
Languages needed:Somali and English,
General Skills / Other Requirements:Ability to work collaboratively with counterparts in government Institutions;
Excellent oral and written communication skills in English and Somali;
Strong analytical abilities and skills for rationalizing SNL Concept,
Exposure to function of SNL Organizations and have good communication skills.


Health insurance, including evacuation due to medical emergency, will be provided by the project. However, experts will be requested to provide a recent medical certificate stating that they are physically well and apt to work in a hardship area in Africa.
Please note that neither IOM nor Swedish Government, according to the contract, will be responsible for the security of the qualified Somali expatriates. The host beneficiary institution will be responsible for the security of the individual.
Before leaving the country of residence and upon arrival in Nairobi or in Somalia, the qualified Somali expatriate will receive a pre-departure briefing including security advice and cultural background.
